Adding "The Relationship Between Learning and Development and Promotion" section to Learning and Development; cross-linking on relevant Handbook pages.

Per chats with @bchurch, I am recommending a more complete section within our Handbook to elaborate on a single — but very important — thought in the 1:1 section of Leadership under Adaptation/Key Points.

This is a unique element of our all-remote culture and ties deeply into diversity & inclusion. I think it's vital that we are deliberate and clear about our inclusive stance on not pressuring team members to have an end goal of promotion. This enables those who choose to work at GitLab while devoting a significant amount of their time to raising their family, serving in their community, etc. to not feel as if they will be thought less of if they are transparent about their life/career balance.

It also removes the stigma associated with the topic for managers and their reports should this need to be discussed in 1:1s or performance reviews/career development chats.
