Update to time tracking language in handbook
Made some iterative updates to the time tracking language to reference the fact that we'll use GitLab. Also made an attempt to fix formatting on the table. Last iteration the markdown preview looked OK, but formatting was off once merged. hopefully fixed.
@dsakamoto please take a look and merge if this all makes sense.
