Remove Meltano as Dept + fix People Ops name
Since Meltano is a division, moving them out of the department list. Also, People Ops is called People Ops in Bamboo as of yesterday, so let's keep the naming consistent.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
