Combine blog bullets and add note re: approvals
Combines the blog bullets in the tasks list and adds a note explaining approvals are not required. Hope is to limit the number of posts Sid is asked to review.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
