Add exception reasoning to justification

We should add the exception reasoning to justification until we have exhausted candidates in pipeline. @spestorich1 says we have 100 candidates in this state which is larger than I expected. I would expect approvers to not have to dig for this information and it should be in the hiring managers interest to address this.
