update itops page inc details on laptop order test

Keith Snape requested to merge ksnape_itops_laptop_test into master

adding sentence to detail that list of 'approved' countries is non-exhaustive and we are adding to it all the time. also included instructions on how to test to see if able to order local, or if need to refer to exception processes.
