Rename Manage groups to Access and Measure

Currently our Manage groups are named Control and Framework.

Based on the current category mapping, we should try to improve these names to make them less ambiguous and generic.

Proposal:

• Control -> Access
  • This group is primarily about user management: authentication, authorization, and auditing. Access could provide a more clear meaning for what this group does.
• Framework -> Measure
  • The current categories in this group are all about analytics and measurement. A more straight forward name for the current role of this group would be Measure
