Note that PMs do not prioritize contributions

Problem statement

Currently at GitLab, community members or other parts of our organization could feel discouraged about an issue they feel is important to their workflows being low priority.

We should make it clear that even though a PM believes a given feature is not a current priority for their group, the PM does not own prioritization of contributions outside of their group. So anyone (internal or external) should feel empowered to contribute the MR, which will then be reviewed and hopefully accepted.

Solution

This MR clarifies that PM's do not prioritize outside contributions, and that they should all be reviewed swiftly to encourage contributions.
