Add a column representing current state to Maturity table

This MR adds a column representing the current state to the Maturity table, so users don't have to figure out quarter we are in to determine status.

Note I thought about aging out quarters that have passed, but we currently do maturity planning yearly so we'd not necessarily have columns to add later. Plus, it may not hurt to be able to show concrete progress for individual categories.
