MVC for diverse interviews

William Chia requested to merge williamchia-master-patch-19062 into master

Background

There is a great deal of discussion on this issue: https://gitlab.com/gitlab-com/people-ops/recruiting/issues/115 but it is 3 weeks old, and no concrete action has been taken.

We have a lot of work to do and a lot to improve. Rather than waiting until we have a perfect solution, let's not delay action. This MR proposes an MVC approach to getting back to our original desire of having one non-male* functional employee interview each candidate.

  • Original language was "female" but since the intent was diversity, "non-male" is a better term to represent the original intent as it is inclusive of all people who identify as women and non-binary genders.

How MVC interaction will work

A few teams have been added and their hiring managers have been pinged to approve. There's no need to wait for more teams to raise their hand before merging this MR. Any team that can commit to this can add an MR to update with their team name.

Team vs Department vs Recruiting

Debate still exists on if non-male team members outside of the team being hired for meet this requirement (e.g. recruiters, Front-end engineer if you are hiring for UX, etc.) Rather than getting stymied in debate, This MR recommends we pick something and act on it now. The proposal in this MR is to set the boundary for the requirement at the Department level (i.e. each candidate must be interviewed by a non-male employee who reports up to the same director as the candidate would.)
