Adds team level bonuses

Individual bonuses are good, but particularly in support, a lot of our successes are shared by many members of the team. Sometimes awarding an individual for a particular contribution belies the fact that their work created a vacuum that a larger team needed to fill in their absence.

For example, recently, I received a bonus for work with a large customer. Yet, while I was doing this work there was a team of people who were working harder in my absence. My 1:1s were less focused, I had less time for questions and wasn't able to provide follow up on outstanding issues. The team stepped up to take on these things, and (I would argue) deserve the recognition for that more than for something that was an inflated version of a 'normal' task for me.

More, in situations like this I worry that only having individual bonuses could communicate that the best way to get a bonus is to work on something outside of your normal work instead of doing the work you do with excellence.

I set the team bonus amount at $100 pp, which is the same as an evangelism dinner and reflects the informal "cap" of 1:10 manager/report in point 2 in https://about.gitlab.com/handbook/leadership/#management-group
