Add an SLO for Community Contribution First Response

We state the criticality of building a strong community, but don't provide guidance on the tactical priority to reviewing and responding to community contributions. This MR attempts to reconcile those two points.

I'm not certain this is the best place for this piece of information but it was the first reference when traversing the Engineering Handbook.
