Update source/handbook/engineering/infrastructure/production/index.html.md

As mentioned during the Infrastructure group call today. I expect we'll need to do a bit more work to get useful columns added to the SRE:On-call board. But, it will–even in its simplest form–make it significantly easier to identify what is the responsibility of the on-call engineers.
