Taking a shot at incremental levels of execution, based on prioritization

This MR we outline various levels of execution to coincide with prioritization, and to account for the fact that we’ll be building teams on the fly all year. Candidly, it has been frustrating for engineering management to hear PMs respond to a question from sales or a customer like “when will these features arrive?” with an answer like “we’re waiting on engineering to build a team This MR attempts to outline the various options we have to make sure we are always working on the highest priority items, no matter what our team size and composition is.
