jburrows001 Add controls page and linked it in the security handbook

I added the security controls document into the Security folder of the handbook and linked it from the compliance section of the security page in the handbook. I also fixed a typo.

I'm not exactly sure how the html files are built from markdown, so this process could fail. I added a sec-controls.html.md file in the security folder and then referenced .../security/sec-controls.html in the handbook. I think this should work based on what I'm seeing, but please throw this MR back to me if that is not the way the html files get built.
