Added Sync team

Jeremy Watson (ex-GitLab) requested to merge add-sync-team-to-categories-page-2 into master

@dennis, @lmcandrew, @tommy.morgan: please see this MR for the addition of the Sync team.

Manage will continue to own these areas for the immediate term, but we anticipate our 2019 headcount plan to include hiring for this team. As I understand it, this will include 1 PM.

This change was mentioned at the Product meeting on 2018-12-4, we'll merge this MR after we've had a chance to socialize these changes throughout engineering (and Manage, in particular).
