Change exploring to implementing throughput.

A small but updated statement on where we are with our throughput implementation. Also updated engineering led to engineering proposed per latest change.

@smcgivern if you wouldn't mind merging this small change. I will work on a large update once we get the charts going and will outline the labels we are using and how to use the data properly.
