Reformatting 'handbook guidelines' under sub-headings

The 'handbook guidelines' were a list of 30 items, without further structure. What I changed:

  • moved all previous content under new sub-headings,
  • merged previous items no. 9 & 10 because they said the same thing,
  • then largely removed the redundant and repetitive content previously in the 'make it worthwhile' section, and added cross-link to the style guide instead

@aherrmann for your review. Since I'm not a Gitlabber, I did not take liberties to simplify the text. That could be another iteration under the nice headings I've laid out.
