Clarify the types of sponsorships GitLab is willing to consider
Following a discussion about Lets Encrypt cash sponsorship, an undocumented set of guidelines around cash sponsorships was discovered. This MR adds those guidelines (as I understand them) to the handbook.
Since sponsorships appear to be a marketing concern, I've added it to the marketing section of the handbook. Happy to accept suggestions for a more-appropriate location if this seems incorrect.
Marketing handbook says:
The marketing team owns content on marketing pages; do not change content or design of these pages without consulting the Online Marketing Manager
