DEX Handbook Update

Why is this change being made?

This MR removes the iteration statistics template from the Digital Experience handbook because we no longer use this reporting metric. We've since then implemented a changelog for the Buyer Experience repository which is better at communicating what contributions GitLab team members have made during a iteration.

This MR also updates the list of team members with Launch Darkly access.

Also addes our FY24Q1 OKR epic.
