Add creative brief and vendor reference requests to Brand handbook

Why is this change being made?

This MR adds several things to the Brand team's handbook page:

  1. Creative Brief template, which is how other teams will request support from us to begin the intake process
  2. The vendor reference request instructions, which previously lived in the Corp Comms handbook. Since our team will be taking over this process, it makes most sense to live on our page. Issue discussion here.

  • If the changes affect team members, or warrant an announcement in another way, please consider posting an update in #whats-happening-at-gitlab linking to this MR
    • If this is a change that directly impacts the majority of global team members, it should be a candidate for #company-fyi. Please work with internal communications and check the handbook for examples.
