Bylaw fixes

Wesley Beary requested to merge geemus/www-gitlab-com:bylaw-fixes into master

Why is this change being made?

In reviewing the bylaws I noticed some small typos and formatting errors and thought I would work up a quick fix. I referred to the SEC filed copy when in doubt to try and ensure I wasn't making material changes on accident.

I think most of the changes are pretty straightforward fixes to typos or formatting.

The title change is a bit different, in that there were a few options to choose from. In the document there were examples of different combinations of dashes and colons in different places. I ultimately decided to go with just colons, as that matches the original document.

As a side note, the bylaws reference the articles of incorporation in a number of places, but those don't appear to be in the handbook (or at least my searches didn't turn it up). For completeness/consistency it might be good to also have that somewhere. Though, that would have some of the same challenges as this in terms of ensuring they match/etc.
