Remove extra commentary to focus on the deliverable phases of GitLab Dedicated

Why is this change being made?

Commentary in the phases section of the timeline is distracting from the content. All important information and background around the work that needs to be achieves can be a part of the subject/explanation, or within the resources shared through the issues linked.

Author Checklist

• Provided a concise title for this Merge Request (MR)
• Added a description to this MR explaining the reasons for the proposed change, per say why, not just what
  • Copy/paste the Slack conversation to document it for later, or upload screenshots. Verify that no confidential data is added.
