Make the issue searches dynamic

Why is this change being made?

Previously I had hard-coded the list of searches for missing types for issues and MRs. Now I am trying to make that more dynamic.

This adds a Sisense chart (from here) to replace the hard-coded list. That chart should update automatically so we do not need to update the handbook every couple of months.

There is a chance that the dashboard does not automatically update, but in that case we can just go to the dashboard and refresh/update. That is still faster than updating the handbook.
