Move DB and StableCounterpart squad descriptions under stable counterparts.

Why is this change being made?

As it stands, the DB squad and Stable Counterparts squads are listed as "permanent squads", defined as having permanent membership, and their members are not on call. This is not a reflection of current expectations for SREs on those squads, and as such is confusing. If that is what we want to move towards, I propose that we can make changes to the handbook to reflect that once those changes to the way we work have been implemented. Until then, the handbook should reflect actual current state, which is that SREs in those squads are still expected to participate in on call, and membership of 2 or more quarters like for standing squads is in line with existing expectations as well. Streamlining the page to not distinguish between "permanent" and "standing" squads makes more sense at this time.
