Mention collaboration with peers for promo docs

Why is this change being made?

In the same spirit as the general guidance in Encourage collaboration when working on promo docs (!113995 - merged), mentioning it in our Support-specific handbook page could help people going through the process in the future.

This is following the discussions in Collaboration and Transparency when creating Pr... (gitlab-com/support/support-team-meta#4653 - closed)

Author Checklist

• Provided a concise title for this Merge Request (MR)
• Added a description to this MR explaining the reasons for the proposed change, per say why, not just what
  • Copy/paste the Slack conversation to document it for later, or upload screenshots. Verify that no confidential data is added.
