Migrate manage/optimze to plan/optimize

Brandon Labuschagne requested to merge update-optimize-group=path into master

Why is this change being made?

The Optimize group moved from Manage to Plan, the team page needs to reflect the new URL mapping. The MR also introduces a redirect from /manage/optimize/ to /plan/optimize/.
