Add social card validator to social/release evangelism handbook

Why is this change being made?

Release evangelism and release posts often require social card previews from included URLs. This MR adds the tools to the Developer Evangelism handbook, and also documents alternative ways with screenshots for social shares instead of URL previews, including tips for ALT text.
