Add instructions for activation of SaaS trial runners activation and adding trial CI munutes

Why is this change being made?

"Working With GitLab Support" handbook page does not have a well defined process for requesting activation of trial runners (removing credit car requirement) or adding CI trial minutes for sales assisted trials.

This MR adds clarity on the process.
