Move code review team metrics to main page

Why is this change being made?

This partially reverts/changes !104384 (merged) which added cross-functional team metrics to the backend specific team page. This moves those metrics to main (shared) team page as the entire team is responsible here and then restores the previous metrics on the backend page.
