Clarify QEM/SET bug prioritization for product groups with/without a counterpart SET

Why is this change being made?

A question arose in !104979 (comment 974711342) as to the process when there is no counterpart SET for a product group.

This MR clarifies that the section QEM is the default bug prioritization DRI for each product group and may (is encouraged to) delegate to an SET when there is one assigned to a product group.
