Update Terms of use with the new usage data ping for EE

Description

As described in https://gitlab.com/gitlab-org/gitlab-ee/issues/997, we want to collect more usage data in EE using our Ping functionality in order to help the customer success team onboard new customers better.

Because we will gather more data than what we previously did, we need to update the following public pages with these new information:

• Update the Terms of use
• Check if we need to warn existing customers (depending on special agreements we might have with them) about this new terms

I've contacted Paul for this matter, to understand how we need to deal with this.

As per my discussion with Paul, we should update our Privacy policy. Here is what I suggest:

Collecting Enterprise Edition usage data through ping

GitLab Inc. can collect non sensitive information about how Enterprise Edition customers use their instance of GitLab upon the activation of a ping feature located in the administration panel. This feature sends a weekly ping to GitLab Inc. servers about license usage and data such as the total number of projects, comments and so on. GitLab Inc. does not collect any sensitive information, like project names, or the content of the comments. The ping feature is opt-in only. You can read more about what is collected in the documentation.

Might want to add that "GitLab does not disclose or otherwise make available any of the data collected on a customer specific basis. Any data that is shared externally is shared only on an aggregated basis with no reference to customer origin."
