Upgrade www-gitlab-com repo to Ruby 2.6.5

Upgrade the www-gitlab-com repo to Ruby 2.6.5, to match the recent upgrade of the gitlab-org repo.

Based on a slack question, there doesn't appear to already be an issue for this.

This should be straightforward. Looking at the history of .ruby-version, it looks like only a couple of changes were needed for the last upgrade.
