Objective: Improve productivity of all teams in the Dev Section

Overall section MR/engineer Rate increases to >=11 by the end of April. => 80% as we hit 8.71 in April in the Dev sub-department -
Sections Mean time to merge below 12 days => 100% as we had 8.65 days in April -
Reduce Onboarding Time by Creating a Development Bootcamp video series (#6368 (closed)) => 35%, Video strategy was created, guidelines done, but only 4 videos in total produced

GOOD
- Good progress to reach overall MR rate
- A couple of teams above 11 and even way above
- We hit the mean time to merge and constantly reduced it during that quarter
- Additional maintainers specific to each team and area helped to reduce the time
- Guidelines for producing nice high quality videos
- Video programming done
BAD
- Some teams way below 11 MR Rate
- Big fluctuations in MR Rates
- After a good start and interest around producing videos, actual creation was minimal with 4 videos so far
TRY
- Higher focus on teams with lower MR Rates
- Scope early on completely new initiatives like the Video one
