Add Stage, Category and Maturity to Monthly Releases

Purpose

Help Account Executives use the monthly releases to drive customer interactions

Ask

Add category information and eventually maturity information to the monthly releases

Details

MVC - Add the category to each feature; this could be done inline

Request - Add additional layers of organization to the releases:

• Underneath each tier (Ultimate, Premium, Starter) group features by stage and category
• Add the maturity level for each category

Bonus Points - Provide a visual cue when a category increases in maturity level

For Clarity:

1. MVC is as understood and should be a low bar for us to reach for the 12.4 release
2. The "Request" is the change we're hoping for the 12.4 release
3. "Bonus Points" refers to a stretch goal that in collaboration with @williamchia will probably need more planning.

Implementation:

• The template generator will be updated to present the new data.
• New optional fields will be added to the /data/release_posts/date#_gitlab_version#_released.yml files going forward.
