Include guidance in the handbook about making GitLab.com cloud spend issues public or confidential
In https://gitlab.com/gitlab-org/gitlab-ce/issues/51703#note_121466075, @sytses asked whether the issue needed to be confidential. Like many of the Cloud Spend issues I've created, I tend to make them confidential by default when they include actual billed amounts, but I can find no clear guidance in the handbook on whether this should be the case or not.

I see three possible approaches:
- Make issues that include cloud spend figures public
- Make issues that include cloud spend figures confidential
- Make issues that include cloud spend public only when we can represent the numbers as relative increases or decreases, without including the actual figure.
What is the policy on this and is it already in the handbook? If not, we should document it.
