2019 Q1 Engineering Function OKRs

Notable experiments this quarter:
- We won't do error budgets in KRs (it's a KPI)
- We won't have everyone's hiring plan in KRs (except hot spots, it's a KPI)
- We won't have SLA/CSAT in KRs (it's a KPI)
- Department heads will drive their own department's KRs and have the merged by Dec 31
- Development will have it's own KRs, and so will its sub-departments (looking ahead to the re-org)

- Delegate down to managers, and senior IC's (reporting to directors)
