Add Ash as a maintainer for gitlab-shell

Description

As well as being a trainee maintainer / 'traintainer' (#3353 (closed)), I'd also officially like to be a maintainer for gitlab-shell 🙏

I have quite a few ideas on how to improve upon the solid foundation we have already in this project 😄
