Special release plan for GitLab 11.2

Release GitLab 11.2 on Aug 22nd

This month's release (2018-08-22) will need extra planning as most of the company will be traveling to the summit on the 22nd. For this reason, we'll have to plan ahead and have specific people assigned to each part of the process beforehand.
