Release post: Mention assigned engineers

We typically do a good job of mentioning community members of community contributed features in our blog post. See latest release post for an example.

Having been the author of the latest GitLab 11.1 release post, I thought that it would be cool to also mention GitLab team members that worked on implementing the corresponding feature. Could be done in the feature description or via a new yml key.
Our Engineering Managers do something similar in their Functional Group Updates, which I really enjoy hearing.

Possible conditions:

• Where applicable. We should document that it's not about mentioning any team member that reviewed a line of code, but mention the one to two core assignees.
• Mention full name and GitLab handle.
