      The source data has values from 41 to a little over 100. When used in
      the calculator, we divide by 100 (so from 0.41 to a little over 1), but
      this wasn't consistent everywhere. Divide the values when loading the
      data to ensure we don't display the raw undivided values anywhere.

      The handbook is a moving target, and keeping up is really hard. To
      mitigate this, we could leverage a git tag and view diffs. But that
      creates large blobs that contains stuff I'm not interested in.
      
      This commmits introduces a way to generate the changelog, which after
      merging should allow us to generate/update it.
      
      This is a first iteration, and misses good styles for example. But given
      its also an experiment, the current iteration should be enough.

      This adds two helpers, `direct_team` and `stable_counterparts`. By using these
      in a template (for example, changing an .html.md file to be .html.md.erb), it's
      possible to display a table of team members without copying and pasting from
      team.yml.
      
      `direct_team` renders a table of the people who report directly to a person with
      a particular title, including the manager. (The manager is always listed first.)
      
      `stable_counterparts` lists people whose titles match a regex (for instance,
      those whose titles end in 'Plan'), and excludes anyone in the direct team to
      avoid duplicating entries.
      
      Apart from the manager being first in `direct_team`, both of these are otherwise
      in the order of appearance in team.yml.
