Remove public/enterprise-class/enterprise-considerations.pdf from PDF build

This was failing due to links in the Markdown:

@williamchia Did pandoc v2.0 build this PDF fine for you? If so, we can look to upgrading the Docker image for CI.

For now, I've removed this to avoid breaking master.

In any case, I've begun the process to get pandoc v2.3.1 into our image:

• gitlab-org/gitlab-build-images!123 (diffs)
• !15368 (diffs)

Then we should be able to bring back this change.
