Update CEO FY22Q3 KR for contributors per month (150 -> 120)

Why is this change being made?

The Quality and Community Relations teams collaborate on implementing OKRs related to the Build on our Open Core strength part of GitLab's 3-year strategy.

As part of the cadence on evaluating success and performance indicator impact of our initiatives, we decided to decrease the original FY22Q3 goal of reaching 150 unique wider community contributors to 120. The target was chosen to still be ambitious but not overwhelmingly ambitious, and the associated CEO KR issue has more details of the discussion

This MR completes the change on the CEO OKRs overview page on the handbook. The change had already been discussed and applied on the associated E-group KRs, which are cascaded down from the CEO OKR:
