Fix anchor links in release posts

Why is this change being made?

Some anchor links were missing a regex subsititution that was present in the rest of the items.

Most notably, this fixes the "bug" where backticks were not stripped from the anchor link, which resulted in weird links like https://release-14-0.about.gitlab-review.app/releases/2021/06/22/gitlab-14-0-released/index.html#update-ci/cd-templates-to-stop-using-hardcoded-%60master%60. Note the URL-encoded bit of %60. This MR essentially strips this out of the anchor link.
