Update release post template to describe TW content work

Why is this change being made?

This MR updates a line in the Documentation and Content section of the template for Technical Writers to replace the line:

Leave style and messaging for the PM and PMM.

with

Work with PM and PMM to ensure a consistent GitLab style and tone for messaging, based on other features and release posts.

The hope is that this change can encourage conversations between TWs and PMs/PMMs, and allow for style and consistency edits that happen at the TW reviewer level, and not just at the TW Lead portion of the Release Post process.

This is the only change in the MR, and this is based on a discussion between @fseifoddini, @susantacker, and @cnorris regarding updates to the Release Post process in !76508 (closed).
