Add step to change the form for dormant policy .com tickets

Why is this change being made?

I often find tickets related to dormant .com username policy with form set Other Request. That happens as they are initially set to On-Hold, but then are reopened if no response happens (or even earlier if response happens). Since they should be in the .com queue, I change the form and they are moved that way, but the current workflow introduces this manual step for everyone coming across these tickets. This particular change will make sure that they reside in the right queue from the get go.
