Adding additional codeowners to entity_mapper & People Group pages

Why is this change being made?

Including additional team members that can approve changes to the entity_mapper file.

@gl-peopleops not sure if this should potentially include you?

Also updated and created CODEOWNERS for onboarding/offboarding pages
