Add reporting a compensation discrepancy section.

Why is this change being made?

Adds a section to the compensation calculator part of the handbook detailing ways to report a discrepancy with what our compensation calculator is outputting. This includes adding links to issue templates, providing the compensation email address for personal inquiries, and a form for anonymous/external inquiries.
