Move optional tests to overlap with deploy

Since the current test stage only has items that are allowed to fail, why block subsequent stages waiting for the results? This MR moves these optional tests to the deploy stage, which should save 8 minutes before you see review apps get deployed. Total pipeline still still be somewhat slow, but this will help a bit.
