Add Equipment Info for Dual Monitor Needs

• Engineers tend to use dual monitors and this question has come up in Slack several times in the last six months. This adds a known working solution to help GitLabbers avoid searching around and specifically notes that this requires a manager's approval and is not meant to be standard issued equipment.
